Each guide covers one city: who issues the driveway or right-of-way permit, the width and setback limits that change a quote, and a link to the official source.
42 service areas: 40 Minnesota, 2 Wisconsin
Choose the city where the property actually lies, then use its page for the permit office, driveway width, street approach and lot-line questions. A mailing name may differ from the city limits. For the job itself, start with driveway replacement, patios, repair or leveling; your technician assesses the physical scope while the municipality confirms its rules.
Cottage Grove requires a permit even for driveway overlay, and Eagan has a zoning permit for replacement plus separate right-of-way review if curb and gutter are removed. A Washington County highway approach adds county review. The guides below are grouped by county, with Wisconsin towns separated at the end. Before excavation, use Minnesota's Gopher State One Call or Wisconsin's Diggers Hotline for the correct state and notice period.
Washington County
Seven guides from Cottage Grove to Hugo. A new or repaved driveway onto a Washington County highway needs a county access permit, applied for 30 days before work.
Dakota County
Eleven guides from Eagan to Farmington. Eagan, for one, adds a right-of-way permit to the zoning permit when curb and gutter are cut.
Ramsey County
Ten guides from St. Paul to Mounds View. A street may belong to the city, Ramsey County or the state, and its owner decides the apron permit.
Hennepin County
Seven guides for the Hennepin County suburbs, from Bloomington to Robbinsdale. Each city sets its own trigger for a driveway permit, so check the guide before replacing.
Anoka County
Three guides for the northern suburbs: Lino Lakes, Fridley and Columbia Heights, each with its own driveway and right-of-way permit route.
Scott County
Savage, across the Minnesota River from Bloomington. Its guide covers the city's driveway widths, whether a permit is still needed under the June 2026 zoning code, and its cold-weather pour rules.
Goodhue County
Red Wing, farther south down the Mississippi, with its own permit route for driveways, aprons and sidewalks.
Wisconsin: St. Croix & Pierce Counties
Hudson and River Falls across the St. Croix. Wisconsin requires 3 working days' notice to Diggers Hotline before digging, and each city runs its own permits.
Cities without their own guide
These cities have no guide here. Their own city hall sets driveway and right-of-way rules, and the nearest guide shows the kind of questions to ask when you call.
